shall be made of steel or ductile (nodular) iron. All dimensions shall be in inches. Tolerances shall be in accordance with commercial practice.
2.1.1 Hardness. The bucking bars shall be heat treated to attain a hardness within the range of Rockwell C38 to C45 of ASTM E 18.
2.1.2 Recess depth. For types VII, VIII, and IX bars, the recess depth for the rivet heads shall be in accordance with standard commercial practice.
2.2 Finish. All radii shall be not less than 1/16 inch unless otherwise specified; all surfaces marked “f” (finish), and the cupped surfaces of the types VII, VIII, and IX bars shall be smooth and highly polished in accordance with standard commercial practice. No plating is allowed. The bucking bars shall be clean, free of cracks, sharp edges, sharp corners, and burrs.
2.3 Marking of identification. All bars shall be marked with the manufacturer’s name or identifying symbol, the state or country of manufacture, unless otherwise specified. all markings shall be engraved, etched, molded or stamped (metal indented) directly on the item’s surface in such a manner that it remains clearly legible throughout the life of the item.
2.4 Workmanship. Details of workmanship shall be in accordance with the best commercial standards and practices. The item shall be clean and free of corrosion and debris (e.g., chips, shavings, slivers) or other foreign material. The item shall be free from manufacturing workmanship defects (e.g., sharp or rough external edges, corners or surfaces) and material workmanship defects (e.g., pits, rips, fins, burrs, tears, nodules, cracks, blisters) which may adversely impact the item’s serviceability, durability, safety, or appearance.
3. QUALITY ASSURANCE
3.1 Certification. The contractor shall certify, and .maintain substantiating evidence, that the product offered meets the salient characteristics and requirements of this Commercial Item Description, that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
3.2 Metric products. Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound units, providing they fall within the tolerance specified using conversion tables contained in the latest revision of Federal Standard 376, and all other requirements of this document are met. If a product is manufactured to metric dimensions and those dimensions exceed the tolerances specified in the inch/pound units, a request should be made to the contracting officer to determine if the product is acceptable. The contracting officer has the option of accepting or rejecting the product.
