The General Services Administration has authorized the use of this

This commercial item description covers a tool set designed to install TPE and elastomeric O-rings and seals over male tube fittings conforming to MS 3365 without damage to or discoloration of the ring or seal.
Salient characteristics:
The set shall consist of 13 different sized installing tools, furnished in a substantially constructed case of metal, wood, or plastic with a compartment for each of the 13 installing tools. The case shall have a cover with a positive latch.

In dimensions listed in table I. The bored internal length shall be sufficient to completely cover the threads of the MS fitting.
Fabricated from a high density polyurethane or similar material which will withstand repeated test drops. Random sample installing tools shall be subjected to six drops from a height of 3 feet onto a concrete floor without any nicks or other surface damage which may damage the O-ring.

Workmanship. The outer surface of the installing tool that makes contact with the O-ring shall be free of any imperfection that may scratch or cut the surface of the O-ring.
