3. REGULATORY REQUIREMENTS
3.1 Recovered material. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR).
4. QUALITY ASSURANCE PROVISIONS.
4.1 Market Acceptability. The following market acceptability criteria are necessary to document quality of the product to be provided under this CID.
4.1.1 The company producing the item must have been producing a product meeting the equirement of this CID for at least 2 years.
4.1.2 The company must have sold at least 100 items meeting this CID in the commercial marketplace over the past 2 years.
4.2 Performance Tests.
4.2.1 Each selected sample shall meet the salient characteristics described in section 2 of this CID and the following test:
4.2.2 Test Requirement. With the forceps blocked in an open position at the point used on sheet metal holders, the tool shall withstand a closing force of not less than 80 pounds applied not more than 1/2 inch from the end of the handles.
With the load removed, the forceps shall be checked for operation by inserting and removing a 1/4 inch holder through ten cycles, and shall show no evidence of failure.
4.2.3 Sample types and sizes shall be as specified in the contract or order.
5. PACKAGING
5.1 Preservation, packing and marking shall be as specified in the contract or order.
